Bills Aim to Abolish Negotiations and Extend Tenure

Teachers Must be Heard!

The House Education Subcommittee will meet to discuss and vote on HB 130 and 2012 on Wednesday, March 16, at 3:30 p.m.

This is one stop on the way to becoming law and contacts to legislators must be made to urge them to vote NO on these bills to prevent that from happening.

We urge you to call, e-mail, fax, write and visit your legislators to urge them to vote NO on bills that attack teachers and TEA. The more contacts that are made, the more that teachers will be heard!

TEA Teacher Rally - March 5, 2011

Yesterday’s TEA Teacher Rally in Nashville was HUGE. Thousands of teachers and supporters from all over Tennessee turned out to march to Legislative Plaza, in front of the Capitol building, to tell our ELECTED representatives to vote “NO” on anti-teacher bills.

The cold, dark, rainy day did not deter the two bus-loads of Knox County teachers who went to represent our local teachers and deliver page after page of signed petitions from other certified educators.

My personal favorite moment was right before our meeting at the KCEA office on Thursday afternoon: I opened the front door for a visitor who was there to deliver petitions from her colleagues and JOIN KCEA! If the Anti-teacher sentiment keeps up, we may end up with more members than we ever imagined! (I love irony.)

The support we had from our communities was amazing and we owe a big “Thank You!” to our brothers, sisters, husbands, wives, parents, children, and friends who stood beside us Saturday. Teachers have really felt beaten-up by our legislators and some of the media. It was uplifting to see the people who turned out just to support us. Though I have tried to list the groups that came to march and stand beside us, I know this isn’t even close. Please let me know about friends we need to add.

Anti-TEA / Anti-Teacher Updates

The Senate is wasting no time in getting bills out of committee and to the floor for a vote.
REMEMBER – DO NOT CONTACT LEGISLATORS ON SCHOOL COMPUTERS OR PHONES.  WE MUST USE OUR OWN COMPUTERS AND CELL PHONES

Anti-TEA DUES-DEDUCTION Vote Scheduled for Wednesday

Wednesday, March 2 at 12:30 the House Subcommittee of State and Local Government is scheduled to take up HB0594 (Rep. Casada) that would prohibit dues deduction for any association that has political activity.

This bill does nothing for education reform and is a political shot at TEA and teachers. Representative Bob Ramsey is chair of this committee. Please let him know this bill has nothing to do with education reform and teachers would like to have this bill not make it out of his committee. His contact information is rep.bob.ramsey@capitol.tn.gov and his phone number is 615-741-3560.

Please contact the committee prior to Wednesday. The message should be simple and might include the following points:

  • The bill is very simply an attempt to weaken our local associations and the TEA.
  • The bill in no way can be construed as education reform.
  • The bill represents no real cost savings to local government.
  • Dues deduction for insurance premiums and charitable groups may be jeopardized.

It is absolutely critical that subcommittee members clearly get the message that they cannot justify to our members a vote for this bill!  Contact information for the subcommittee is listed below.

The Senate was scheduled to vote on SB 102 on Monday.  However, due to a State statute, that bill has been referred to the Insurance Commission. (I will add the official explanation as soon as it is available.)

SB 102, sponsored by Sen. Dolores Gresham (R-Somerville): This bill would remove from TEA the right to elect representatives to the TCRS Board of Trustees.

GREAT Update

The Attack on Teachers Continues.

SB102 (note that Campfield has been allowed to sign-on as co-sponsor) is a first move to enable a change in our retirement system.
Right now, we have a defined amount that, once we retire, will be paid to us until we die.  The governor and others want to change this so that we receive only what we have paid-in upon retirement.  This relieves the state of any responsibility so the money can be used for something else. State workers get this same retirement for free.  They pay nothing – and there has been no mention of doing this to them.  TCRS is self-supporting and is the only thing in state government that is truly solvent.

HB 130/SB 113 – sponsored by Rep. Debra Maggart (R-Hendersonville) and Sen. Jack Johnson (R-College Grove).  Simply put, this bill would completely repeal the Tennessee Professional Negotiations Act.

  • This bill is an attempt to silence the voice of teachers regarding all aspects of employment, including working conditions, salaries, and benefits.
  • Teacher working conditions are, in fact, student learning conditions.

SB 102 sponsored by Sen. Dolores Gresham (R-Somerville).  This bill would remove from TEA the right to elect teacher representatives on the Board of Trustees of the Tennessee Consolidated Retirement System (TCRS).

  • Teachers have every right to be involved in decision-making regarding their hard-earned retirement benefits.
  • This change in law would weaken the teacher voice by making retirement board members political appointments.

HB 159/SB 136 sponsored by Rep. Glen Casada (R-College Grove) and Sen. Bill Ketron (R-Murfreesboro). This bill would prohibit payroll dues deduction for public employees.

  • This bill has nothing to do with education reform.
  • It is obviously an attempt to weaken the rights of employees and their association.

HB 160/SB 139 sponsored by Rep. Glen Casada (R-College Grove) and Sen. Bill Ketron (R-Murfreesboro).  This bill would make it illegal for TEA’s political action committee to make contributions to any candidate.

  • This bill is an overt attempt to silence the collective voice of our Association.
  • It is blatantly discriminatory: only affects employee organizations not business groups in any other special interest.

SB 0330 by *Summerville, Gresham (*HB 0233 by *Brooks H) Education, Higher – As introduced, requires public institutions of higher education to give equal access to any domestic professional educators’ organization if access to students in teacher training programs is granted to any other professional educators’ organization. – Amends TCA Title 49, Chapter 5; Title 49, Chapter 7; Title 49, Chapter 8 and Title 49, Chapter 9.

SB 0309 by *Gresham (*HB 0202 by *Casada) Education, Dept. of – As introduced, authorizes department to request assistance, regarding matters related to the Volunteer Public Education Trust Fund Act, from any state-licensed classroom instructor instead of the Tennessee Education Association in general. – Amends TCA Section 49-3-404.

SB 0311 by *Gresham (*HB 0203 by *Casada) Education – As introduced, replaces the Tennessee Education Association’s recommendations with any state-licensed classroom instructor for consideration by speaker of the house for appointment on the Tennessee financial literacy commission’s board of directors. – Amends TCA Title 49, Chapter 7, Part 31.

SB 0061 by *Gresham (*HB 0037 by *Dunn) Education – As introduced, removes annual reporting requirement of the state board of education on the weight of textbooks. – Amends TCA Title 49.
